The typical idea here is to take the air intake temperature sensor and "adjust/modify/trim" it. If the computer thinks the intake temperature is colder then it will add more fuel / run richer and give fake more horsepower. If the temperature is trimmed to be warmer it will reduce fuel and run leaner and fake better fuel economy. They are usually not a chip but a resistor with some epoxy covering to hid its value, some are even two resistors, some real expensive units will give you a long wire length and a variable resistor (potentiometer) that you can mount on your dash and "dial in" your performance. I don't choose to add my opinion here, your can form your own. I don't own one of these devices, my knowledge comes from taking them apart for my car club because we really wanted to know !
